Dutch operator KPN is reportedly in talks to launch a mobile virtual network operator (MVNO) in Spain.
The operator is understood to be in discussions with several mobile players in Spain, including Telefonica, Orange and Vodafone.
KPN operates its own mobile networks in the Netherlands, Belgium and Germany but is looking to expand to other European markets as it comes under increasing competition in its domestic markets.
